Counselor Hisham Badawy, Speaker of the House, has started the process of reviewing a new draft law suggested by MP Amira El-Adly and 60 other members. This plan wants to change the old rules from 1937.
While these crimes were already illegal in Egypt, the government now wants to make the consequences much more serious to stop people from committing them in the first place. This comes at a time when more cases of abuse are being reported, showing that the current laws need to be stronger.
Rising Numbers Demand Action
The numbers show why this is so important. In 2025, the National Child Helpline (16000) received over 580,000 calls. Out of those, there were 27,700 official reports of trouble, which is nearly 30% more than the year before.
On average, the helpline gets 65 reports every single day. These statistics prove that children need more protection, and the law needs to be a shield for them. The data highlights a growing need for a legal system that moves faster and acts more decisively to protect the younger generation.
Strict Penalties for Serious Crimes
Under the new proposal, any sexual crime against a child under 18 will be treated as a major felony. The punishments are very strict: for the worst crimes, like rape or severe assault, the penalty can be life in prison or even the death penalty.
This is especially true if the criminal was a person the child was supposed to trust, like a teacher or a relative, or if the child is younger than 12. The goal is to show “zero tolerance” for anyone who hurts a child, ensuring that the punishment matches the gravity of the harm done.
The Introduction of a National Registry
A very important part of this new law is the creation of a national sex offender registry. This is a brand-new idea for Egypt. In the past, there was no organized system to track these offenders specifically for the purpose of child safety. This registry would keep a list of everyone convicted of these crimes.
The biggest benefit is prevention: anyone on this list would be banned from ever working in a job that involves children, such as in schools, clubs, or hospitals. This way, the law doesn’t just punish someone after a crime happens; it helps prevent the crime from happening in the first place by keeping dangerous individuals out of sensitive environments.
A Safer Future for Children
The law also focuses on making the justice process easier for children so they don’t feel scared or traumatized during the investigation. It covers crimes that happen in person and also those that happen online through social media, which is a growing concern for many parents today.
By making these changes, Egypt is following through on its promise to protect its youngest citizens.
